I'd really think manga cafes are a horrible business idea, moreso outside of Japan.

How many people in Manchester like that kinda stuff?
How many people are you aware of that would actually be interested in coming in to read manga?
Now how many of those people would prefer it over buying the books themselves or reading them through other means(online, in libraries)?

And you've got this annoying ass barrier that will turn people off. Forced memberships and payments?

You can't even expect children who LOVE MANGA to be your customers if they have to register, since they'd likely require parental permission.

Do you have a target demographic? Most of the people who like manga are shut-ins, basement dwellers or NEETs, who would never visit a manga cafe. Underaged cancer can't be bothered to read, require parental permission or don't have money. Everyone else wouldn't be caught dead in a manga cafe because of the stigma it has.

My suggestion? Open a maid cafe (dunno how well this would work but maids are one of the fetishes that are "mainstream" and shared by both east and west) and slowly work the manga in with other reading materials if you're really set on the idea.

Malaysianfag here, the 'mangacafe' over here is pretty popular among the teenage and young adults chinks, since most of them are readily translated to Chinese. They come in, pay 50 cents (0.14 US/ 0.08 UK cents) per manga/novel they read there. They also have a library or membership card system that allow people to rent out books and charge them for it. But I can see how this can be a problem when you're planning to make one in US or Europe since you have a smaller customer base. My suggestions:

-build one near schools/colleges where most of your customers will come from
-arrange you shelves in such a way that your clerk/manager can keep an eye on them
-don't limit yourself to manga; comics, novels, vidya, drinks, figurines, game top-up cards, etc should also be considered as an alternative source of income
-air freshener. Plenty of it.
