My headcanon is that Remilia's from Wallachia.

That meteor was an attack on the SDM, not a threat to Gensokyo as a whole. Remilia foresaw the attack (one of the very few implied uses of her fate powers) and brought Flandre to stop it. That was in Aya's interview with Flandre in bohemian archive in japanese red if I remember correctly.

Also Remilia is literally all of my fetishes combined in a single character and she seems very cute and likable to me based on her appearances. She doesn't seem particularly violent or bitchy compared to the rest of Gensokyo.

Actually Remilia is supposed to very charismatic, so it's probably the opposite. Very charismatic persons are good with words and make you fall in love with them or their ideals. Remilia's subordinates also seem to follow her out of respect or are close friends of her, which is unusual for "evil" characters.

Apparently the SDM will take any being as maid/servant, not just fairies. And judging from how useless the fairy maids are the standards for employment seem to be rather low, so it wouldn't be that hard to get a job at the SDM and have regular contact with Remilia and the other residents.

I'm not sure she does, Sakuya may have never lived in a human community, depending on how old she was when she was picked up by Remilia. But even if she does - no human male could do anything bad to the scarlets, the vampire sisters are simply way too powerful. Also even if the mansion is huge, it's probably impossible to not run into Remilia regularly. Especially since she seems to host parties quite often.
A human servant who isn't as useless as the fairies might also pique her interest, she might seek him out on her own.
