Overall I liked it, I think it does some good things and some shitty things

Things I liked:
-Good use of music, obviously the songs are good because its touhou but it's also used well, like when Marisa beats Patchouli and Master Spark starts playing which then rolls into UN Owen and , or Shanghai playing when Aya talks about SDM
-The Reimu and Sakuya fight was pretty fun, about as well as you can do with Sakuya's powers I think. Yuyuko's was alright but wasn't long enough.
-I honestly think it's a decent interpretation of Flan. She isn't an edgy killer but it's also not "oh Remilia is so mean she's so tragic" since it gives Remi a good reason to not have Flan running around at first. Flan really doesn't have much of a canon story so this hits a decent middle ground on a popular character, which you expect them to focus on since, well, it's a doujin anime.

Things I don't like:
-The pacing is fucked up. The EoSD arc wasted a lot of time by framing the story as some kind of post-SA memories thing and switching back to Yukari fucking about. It could have used that time way more efficiently by cutting all that junk and making it just a real-time story, probably could have given Meiling a proper fight instead of jobbing her out (>>15239524). PCB getting 1 episode is kind of fucked too since it barrels through and skips pretty much every fight but Yuyuko's. If they wanted to set up Yukari they could have done it there.
-Not sure why they jumped into POFV especially since they made it all SOL stuff. They could have done MOF or IN instead. Youmu was cute in it though.
-Lots of unsatisfying fights, Youmu and Patchouli's were way too short

Not the best doujin thing but not the worst.

This 100%. Because Flan is so flat due to being from the era before 2hus got more detailed backstories, she's already hard to portray in a 'wrong' way, and I think this handled her much better than the usual 'crazy killer loli XD' Higurashi-esque portrayal she often gets. I thought it was a good balance, though I feel like they spent a little too much time dwelling on it at the same time. Maybe I'm just frustrated EoSD got three episodes while PCB only got one and had to be rushed as a result, when I enjoy PCB's story and atmosphere a lot more. But I do think they nailed the perfect middleground for Flan.

PCB definitely got fucked over, there was no reason to only have 1 episode for it since they skipped some interesting fights (Alice), jobbed out Youmu too quick, and barely set up Ran and Yukari (which they then wasted time doing in EoSD). They could have easily cut EoSD to two episodes by keeping it focused and given more time to PCB. I'm not even a huge PCB fan but watching it again after seeing the EoSD episodes was annoying. Characters like Alice and Meiling aren't late in their games but they're still worth going over.

Imagine if, between shots, the cute camera boy walked up to Sakuya and made small talk. She would be totally naked with nothing to cover herself, and she'd be embarrassed out of her mind! She would try to hide her embarrassment and seem confident, but her whole face would turn bright red, she would stutter every word, her nipples would be totally erect, and her body would be quivering!

It actually does look like it's been made this way. PCB's episode look like a sort of one-shot attempt to do something (mostly because the whole plot has been crammed in one episode by glossing over most characters and ignoring Yukari and has some nice sakuga during Youmu and Yuyuko, I mean fuck, look at the part where Marisa dodges the danmaku while climbing on her broom, the amount of details and realism in the movements is stunning) and the EoSD plot sounds too developed so it might have been done to answer fan demand or some stuff like this.
