I recall hearing something to the effect that the depiction of true incest in fictional form was banned in Japan a few years ago. Can anyone confirm or deny this?

At any rate, I’m tired of the endless trotting out of implausible scenarios that put non-blood-related co-eds in the same “family.”

You may be thinking of Sofurin (EOCS), the adult games rating board, which banned real incest in 1999 from Sofurin-rated games (which most adult PC games are, though a number these days go through CSA instead of Sofurin/EOCS.)

However, that rule was removed a few years ago, and real incest is back in Sofurin games.

Sofurin is a private organization; it has nothing to do with the law, and it never applied to books, comics, doujin/indie software, or anything else other than Sofurin-rated games.
