Here's my attempt at making sense out of ZUN on this one. I assume he'd like to have at least one representative from each mainline game since PoFV, at least two original characters, and MAYBE bringing back a PC98 like he did with Yuuka.

The only problem with these characters, aside from Sanae, is that they were already in 9. A new vs shooter would be the perfect chance to make characters playable for the first time, so I doubt they would show up again. (Consider how Reimu and Marisa were the only carryovers from 12.3 to 13.5.)

That's two extra stage bosses, a character who already got her own game, and a character with her own manga who was already promoted to playable. Not likely. Kogasa is a perfect fit, being a relatively weak character, and Clownpiece is also quite possible now that she's hanging out on Earth.

Rin and Shou, obviously, are desperately in need of playable slots. Both are possible, especially since Rin was last known to hang around the shrine from time to time. Kyouko is also a good fit for an early-stage boss. As for the moon rabbits, maybe, though probably only one of them.

In general, the most likely candidates are early- and mid-stage bosses, from Gen 2 and 3, who haven't been playable before, and who story-wise have an excuse to show up. That includes:

Not a terrible selection, even if the roster did include a few repeats. Including Reimu, Marisa, and Sanae, plus the penultimate and final bosses, there's plenty of room to make a decent roster and coherent story out of those.

It's an off year for both ordinal and fighters, so obviously neither of those. There's only been one ordinal game since 14.3, so we're also unlikely to get another photography-type game due to lack of material. There don't seem to be any hooks for a manga tie-in game like 12.8 at the moment, either.

However, consider that there have only been two years since the release of 6 in which ZUN has released no game whatsoever - one in which he was writing the new engine for 10, and the other in which he was getting married. By that precedent, it seems likely that we'll be getting something, and the only thing left that's been done before is a vs shooter. Of course, it could be something totally different, as well.

Let's be real, if there were another vs shooter, it wouldn't be an ordinal game nowadays. ZUN even said that 9 was just 'pure fanservice', and since he's a little more aware of the scope of his audience now, he probably wouldn't make something like that a main-series release.

Anyway, we can take solace in the fact that even if there's no game this year, that probably means there will at least be a new music CD, finally.

I'd say Seija would still be in the running, considering there needs to be a DDC rep and that Aya was only in print works and her own spinoff when she got into PoFV. As for Mamizou, ZUN's got a massive boner for her and I assumed he would shoehorn her into anything she could be in. Maybe seiga would be a better fit for the TD slot. Koishi is only there because of how fucking popular she is for some reason, though I know ZUN doesn't give a shit about popularity

VIVIT would be fucking sweet. It's about time ZUN acknowledged Seihou's existence in one of his games. It doesn't even have to be canon, but I mean the entire SG extra was a homage to Touhou, and Yuuka was even playable in KG. I know this is probably because ZUN wanted something back for doing the music in those two, but I'd still love to see really anything Seihou that's not from Banshiryuu.

I heard that ZUN wanted lots of weaker (canonically) characters in the game so that it would feel more relaxed. That might be why Yukari/Yuyuko/Remi, etc. weren't in the game. Also, IN just came out, so I guess he wanted more IN characters in the game aside from Reisen and Tewi.

Jeez, back in 2005 when PoFV came out, there weren't that many characters to choose from, but now we have waaay more candidates.

There were weaker characters in 9 not just because ZUN wanted them to be included, but because other characters were necessarily excluded. All the final-boss-type characters both knew what the flower incident was, and wouldn't go out to solve an incident anyway. And as you mentioned, there's the practical concern of not exactly being spoiled for choice when it came to characters back then.

The problem with with most of the undergrounders is that they're just kind of stuck there. Koishi does what she wants, and Rin has permission to hang out aboveground, but everyone else down there is still basically an exile. They barely even had an excuse to be included in SoPM, let alone to show up in another game. (And remember, in the story mode of 12.3, Okuu was only present in the Underground Geyser Center; it's not like she's wandering around the village irradiating people.)

That said, it's possible that Yuugi will make an appearance before Kasen's story is over, whenever that will be.
