Reisen is a terrible character, both in SWR and overall in Touhou.
I can deal with her being useless, but Komachi is garbage as well. This is unforgivable.

Komachi slacks or and Reisen appears when everything is already over.
Still, Kaguya would have even less reason to go out than Reisen. Mokou, since she is also a part-time youkai exterminator, would've been #1 choice.
