Are there any Touhous out there who aren't bitches or in any way not out for their own personal gain? Have not acted or do not act selfishly at all? Are just generally nice because thats the way they are? Simply have not committed any questionable acts of selfishness or destructiveness?

It's a hard question to answer honestly, because most of the Touhou characters are quite inconsistent with all the different works and such.

So many people will probably say characters that's had little appearance time because they might seem nice.(But actually they don't have much of a character/personality at all as they've maybe just had a few lines total in all works.)

Remilia tells them she's come to conquer the moon. Reimu throws concentrated impurity around (which would kill everyone on the moon) just to stop Yorihime from dodging. Yukari deliberately trained Reimu in the wrong way of summoning gods so that the Lunarians would think Yorihime was summoning gods to Earth (which made her seem like an accomplice to Eirin, who everyone thought was planning a coup).
