By PCB, ZUN probably wasn't aware that he'd be moving away from his PC-98 works. On his BBS he basically treats questions regarding MS and EoSD equally. So, that quote in particular is obviously made with PC-98 Alice in mind. The letting-go of PC-98 is more about it being left in the dust without being incorporated into the current vision of Gensokyo. Some places/characters also existing back then is natural.

If you're talking about the quote itself, you can easily explain it as Alice knowing Reimu before PCB. Reimu forgets who people are all the time anyways.

They're filtered through the lens of characters; even the ones that don't seem to have a first-person. That lens directs the content, which is a large chunk of why FS seems a lot more dramatic, mysterious and action-heavy.

That's nice that you mentioned fairy manga, because it had two different artists. And guess what, the style and mood actually differs between the two. Even more, there is a bonus story by ZUN - Fairy of the Moon. It has the same style as other ZUN's written works (CoLA, CiLR etc), but again mood and atmosphere is significantly different from the one in Fairy mangas. I doubt that ZUN just randomly decided to change the style each time within the single series about fairies. And since I mentioned CoLA and CiLR you can compare them too. They are extremely similar.

They love Touhou and they want to share their love with others, they want to contribute something to community completely for free. Just like touhou fans who can write music create touhou arrangements, developers make Touhou games, 3d artists create MMD models, writers write shitty fanfics etc. That's how the whole doujin concept works.
