Why do some artists get Marisa's eye color wrong? Do they not care about the character, simply assuming that she must have blue eyes because she's blond? Are these artists people who are simply trying to cash in on Touhou's popularity, people who can't even be bothered to check if they have details such as eye color correct?

It's easier to change clothing than it is to change eye color, anon.
The only other acceptable eye color for Marisa is red, and that's only when she has red hair as well.

Kind of not really. The thing is pixiv and the art community portion of twitter are pretty well known for going through and following trends. They treat art a lot like fashion and fads where they'll draw some fan art just because everyone else did and they want to be a part of it.

It's funny but when Madoka Magica aired a lot of the well done and or popular fanart was drawn by people who hadn't actually seen the series.

Many fan artists have no idea what they're doing.

There's even a meme in Japan called "the Marisa who says 'ore'". Because Japanese artists think she speeks "boyish", and just make her say "ore". (In other words, they've never played any of the games / read any of the official manga)

I assume those guys are making fun of the common mistake, seeing as how it's a meme and all. It's kind of like how Yukkuri mutated over time, but not as extreme.

There's also the explanation that they heard about the Ore Marisa thing, and just assumed it was correct without doing any research.

Correct, see also secondaries and under.

In some instances ZUN has changed eye color, but it's fairly obvious when they use an eye color a character has NEVER used.

For some characters, such as Yukari, who has gone from purple to yellow, and Alice, who has gone from blue to yellow, that's true.
Marisa however, has never had blue eyes, just red in her very first appearance, and then yellow in every game after.

Marisa is one of the shortest adult characters in the series, if not the absolute shortest. Even Kosuzu is taller than her.

Conversely Reimu and Alice are fairly tall, yet there's tons of doujins where Marisa towers over them (especially yuri).
