Have you considered that there's a reason for them blocking Western IPs? For example, there might be more fuckwits like you who think that they understand the culture well enough to post there without making fools of themselves and shitting up the board quality.
If you don't live in Japan, there's no way you have the cultural understanding to contribute jack shit to the board. If you live in Japan, there's no problem.
What is it with abominable weeaboos like you, who believe that they for some reason can flawlessly understand a wholly foreign culture enough to attempt to mingle straight away? I'm not OP but well, I don't live in an english speaking country but I love going into english boards and shit them up. I don't give a shit about english culture, I think it's absolutely terrible and I consider americans and the like quite retarded and brainwashed, however it's funny to mess with and around them and they have some useful information. it used to be open but /b/ decided it would be "fun" to post cp on their boards and since /b/ posters come form everywhere around the world, they had to block all non-jp ips. so /b/ started using proxies to continue their shitposting so they blocked those also. at first the hosters were removing the posts but the number of posts got out of control so they used the blocking method instead. then /b/ learned about vpns from /g/ so those are now being blocked. so blame the cp shitposting /b/ for the currrent situation at futaba.

They block foreign IPs for the same reason 4chan bans whole countries: the amount of spam and abuse outweighs the contributions from those places. Japanese is not an international language like English, for every foreigner who is fluent and genuinely wants to talk on 2ch or Futaba there are countless more who would just post garbage.
