Why do 90 percent of English websites break completely if you don't allow javascript for a dozen different domains? 4chan looks like a website from 2001, but I still can't post without allowing making three exceptions in noscript.

Flash is dead, and Javascript isn't Flash.

Basically if you ever want anything other than static text you should consider Javascript. The other day I decided something I was writing should hide boring technical crap inside expandable boxes for people who don't care. This thread inspired me to visit it with NoScript, which made me realize that the default behavior should be "show" rather than "hide" since you certainly can't click on it... but honestly, I don't really care.

It's just not true though. There are plenty of Japanese sites that are more in line with modern English web site design, and plenty of English pages that are straight out of 2001. Here's the official site for the Liberal Democratic Party (jimin.jp) for example.

I don't mind it actually considering 80% of websites these days run either bootstrap for corporate sites with some generic theme or wordpress for their blogs.

Also faster load times from lack of JS. A lot of new sites these days have ridiculous load times as they have you load something like 60MB of content.

I don't understand this complain anymore. People used to say that about the Japanese web because lots of sites used no CSS and still used side frames instead of drop-down Javascript menus.
This was until 2008 or so, nowadays most of the sites I go to are pretty much like the stuff I see in the west. They all run on some slightly tweaked Wordpress layout, have Like and Share buttons atop of every page and there's usually a summary of the owner's latest Tweets on the side updating dynamically.

I love when I find japanese websites that have a black background and thick white frame tables or viceversa, and they're just long pages with a table of contents on the left or right. It looks like they are made in Frontpage and straight from the 90s.
IMO that's how every page should be done. Very usable, fast and nostalgic. Direct hyperlinks to everything including files FTW. Bonus points for starfield background.
But even the japanese have bad websites. Check out Square Enix websites for example. I'm confused I cannot navigate such sites, looks like something made for ADHD millenials.

I think the complaint is more about the aesthetic than technology. Western web design has moved to minimalism and an "airy" type of feel while japanese sites still prefer lots of information concentrated into smaller areas - making the design look busier. I don't think either of them is a bad approach.
