Because there's no essencial direction the board is supposed to take. Think of this place like a class for everyone that was kicked out of a bigger one, for not behaving properly. The principal comes into the room and tells everyone "everything you've been doing in the other class, you can do here". Everyone is like, "okay... but what can I NOT do?". And thus you have a board with no core purpose, other than vague statements and a bunch of topics shoved in a single place. moot's biggest mistake was creating this place. He should have just made a few more boards.
