Well, she should be acting like a layperson then. But no, she acted like a half-assed reviewer. Making reviews is something anyone can do, but surprisingly few people can do it well. She didn't attempt to get information, she was just hastily glancing over everything not bothering to make proper assessments.
My problem is that she had done a bad job. She was burdened by the pretense of making a review, but she failed at it, since she neither acted like a random user and neither like a proper tester. Thus, her opinion was useless for actual developers.
