Why is Japan so retarded when it comes to censoring genitalia?

Here's the law in its entirety they use to enforce censorship.

第百七十五条　わいせつな文書、図画その他の物を頒布し、販売し、又は公然と陳列した者は、二年以下の懲役又は二百五十万円以下の罰金若しくは科料に処する。販売の目的でこれらの物を所持した者も、同様とする。
Article 175　A person who distributes, sells or displays in public an obscene document, drawing or other objects shall be punished by imprisonment with work for not more than 2 years, a fine of not more than 2,500,000 yen or a petty fine. The same shall apply to a person who possesses the same for the purpose of sale.

Obscenity in English means something that offends somebody's morals which is basically anything and everything. I'm not sure how vague the word is in Japanese. Also it clearly outlaws obscene objects. Unless the translation is off for objects then obscene digital media should not be illegal since digital media is intangible the exact opposite of an object.

I can only come to one conclusion from all this. It does not seem possible to enforce this law without bursting into laughter from the absurdity of it. Just imagine the Japanese police measuring black censor bars on cock and they give that as evidence to a prosecutor. A Japanese prosecutor will take the partially censored cock evidence the police collected and go one step further above retarded. This is just the tip of the iceberg. You're looking at over 1000 man hours involved.

No, it was an appeal to western powers last I read (though it was a while ago). If we're talking about any Meiji-era occurrence, it's usually in the context of westernization anyway (i.e. adopting western codes). IIRC, the censorship law was thanks to the Americans after opening the ports up for trade.

The Japanese really don't give a shit about eroticism as clearly seen by how common it is in their art especially during the Edo period. If they did pass the law "on their own" it's because of western influence, in which case, it isn't really "on their own."

It really is. What laws they pass a sovereign country are their own decision, regardless of motivation. Somehow I doubt there was much Western interest or awareness in what constituted pornography in Japan in that time period, so I don't think they were under coercion.

Pretty much everyone accused of a crime in a japanese court is convicted. Not because they didn't get a fair trial but because of the prosecutor only charging people he know can be convicted.
US prosecutors make that judgement too to some degree, but in the western world a prosecutor is valued by the ratio between how many charges he brings to court and how many he drops. For example the rape accusations that never makes it into court is seen as a flaw of the system and the blame is put on the prosecutor.

In Japan a good prosecutor is one who doesn't waste resources on pressing charges against unconvictable people. If a rapist isn't convictable then SHOU GA NAI WA NE and people accept that this is the way it sometimes has to be.

The censorship requirement is what it is because one person pushed the limits to that point, went into court, and was declared not guilty. Only a law change would convince a prosecutor to try the same thing again.
