Well, looking at it from an objective perspective I still have to say it's decent at the very least. The face looks cute, the colors are ok chosen except for maybe those lines on the skirt. He could have dimmed the color down a little so it doesn't stick out that much but it's not very dramatic. Her hair is also nice her feet, however, are not that well drawn the toes are off a little. I have to say that this is one of his better works if you compare it to OP's pic and Satori ITT

I think you are underestimating generic artstyles.
A characters personality is reflected by how they are drawn.
And this, regardless of how it is drawn.
If his art is better, the sprites would still be the same.

They would still have their little hats.
And I think that expressiveness is more important than the art.
