It's known that he has an actual job and that touhou is more of a hobby to him. One of the reasons there's an abundance of third party stuff is because they're able to make them without worrying about having action taken against them.

I can't imagine why ZUN would be angry about people pirating his games. People will still buy all the copies he decides to put out on the market, and people who would otherwise be unable to play them will become interested without him having to make any physical copies.

I imagine ZUN gets a good amount of charitable donations for appearances, interviews and his massive fanbase, in addition to whatever he does to pay the bills.

You know, he could just stop anyone from (legally) distributing all Touhou derivative works one day. He neither wants to do it nor gains anything from it, but he has every right to do it.

He tells people selling commercial Touhou goods to seek his personal approval before doing so. It's not hard to read between the lines here.
