Because as you can see, Tenhou's weird ranking system values 2nd place too much. Second place is much, much easier to obtain than first place at a much lower risk. As a result, you'll end up with less 3rd and 4th place and higher rating.

If you've just started with an account, changes in R are very extreme. It's best not to assume that your R is representative of your skill until you've played 200-300 games. Don't get big-headed if it goes (relatively) high and don't get down if it goes low.
