Besides the point, others are easier to fit in then Sakuya. To use Sakuya in a plot you've basically got to have her do shit on Remilia's orders, otherwise she doesn't care. Aya has a catch all reason because she wants to report incidents. Others are usually only in games they are somehow related to through their role, we're not likely to see characters like Keine again unless either something happens to Mokou, or a game goes through the human village.

Though it's odd how Senae for another appearance as a extra mid-boss. Didn't expect that in the slightest.
