Early Years/Golden Age - Superman is basically a guy that can jump over buildings and outrun trains. Goku fucking destroys him.

Silver Age - Superman can literally juggle planets and actually destroyed a galaxy accidentally by sneezing. This is not exaggeration. His power levels were beyond broken and completely retarded. Goku has no chance.

Modern Superman - They're honestly about on par. The deciding factor I think would be whether or not they are fighting in space/an area where Superman is constantly exposed to the sun. If no sun, Superman will eventually expend his powers fighting Goku and lose. If sun, Superman will never tire, and win.
