I thought it was that outside world items would sometimes spontaneously appear into Gensokyo. Didn't a radio tower appear in the middle of a forest or some shit? It doesn't seem like it's too far out of the question for something similar to have happened to the mansion. Perhaps Remilia could have made it fated so that the mansion would cross the border, but the details of how she manipulates fate are so fucking vague, so hell if I know. In that case, it's not really possessing the ability to cross borders, but instead making the mansion destined to cross borders.

But this still doesn't explain why the fuck a European castle has a Chinese youkai as a gatekeeper while the rest of the residents are western creatures, such as vampires, succubus, and a magician who uses grimoires, which are seen mostly in Western folklore.
