Since some youkai appear to simply take on human shapes, they may be able to choose what to look like to some extent. They might simply choose to have or not to have body-hair depending on their own tastes, and so they never really have to shave or whatever.

Hard to say about humans though. Reimu and Marisa might be too young to have too much, anyway.

I'd imagine that most 2hus don't have problems with it. The only one I could imagine having disgusting hairy arms and legs is Reimu. Most of the youkai wouldn't be all that hairy to begin with, and the few humans, who do have to deal with pubic/body/limb hair would either shave using magic (Marisa, Futo), shave because they're precocious young girls (Sanae, Youmu) or shave because of appearance issues (Toyosatomimi, Sakuya).

And yes, I'm counting the hermits as humans, since they're basically humans that have become immortal.
