As for this, I don't think Sakuya was being dumb. It appears that way to us because we know what a Chupacabra is, and we get context early for what a Tupai is. In fact, knowing how Remilia and Sakuya tend to talk, Remilia probably worded things in such a way that made Sakuya think "Tupai" was the species, not name. The fact that it is even called Tupai at all is proof enough of that someone is trolling.

As for the "opening a window in space" thing:

1) They weren't in space, they were in a void between the barrier of gensokyo and the barrier of the moon. This is something specifically commented on by the characters who did expect to be going into space proper.

2) Unless you were specifically told that space was a vacuum, there is no way you could know, since you would have no reason to believe that the atmosphere didn't continue on upwards infinitely. Something we weren't even fully aware of until the last hundred or so years.

All that said, Sakuya is a bit of an airhead in general, though its hard to tell if its an act or not.

How does her talking preclude stopping time? For all you know she's stopping between words, or sentences. We only see things from the neutral point of view, not Sakuya's. So how do you even know she was talking "in real time".

And as for her eyes being closed, if she stops time she can open, then close them, and the net effect for a viewer in a normal flow of time would be that her eyes never opened. It is not a hard concept.

Lets look at it this way. Even if Sakuya wasn't constantly stopping time (which I only threw out as one of many possibilities) the fact still stands that she can stop time pretty much instantly (we have actually seen this from her own perspective before, multiple times. See SSiB).

Even if it took her a full second to stop time, there's pretty much no chance of Reimu exterminating the thing in that time frame, especially since Reimu's intent wasn't to kill it anyway. She only said she'd exterminate it if things got out of hand.

The thing you should be taking away from this isn't the mechanics of how her time stopping works. It should be that Sakuya is a sly motherfucker that seems to revel in showmanship, regardless of how intelligent she comes off as.

I'm not saying she isn't an airhead, or isn't strange. She's definitely strange. I'm just saying that if your takeaway from all of Sakuya's appearances is that she's retarded, perhaps you are the one who's intelligence should be questioned.

CoLA is underrated. I have no qualms with people that read tons of doujins, but I really wish they would take time away from that and at least give the official stuff a go. Its usually pretty good. The only exception is possibly SSiB, but even that is only because it did a couple things that irked me, and is still pretty okay.

As for the limit to her powers, we have no clue. We know she can stop time for at least a few minutes at a time, but then there's the fact that that she can either maintain the effect that expands the mansion's insides indefinitely, or has some method of making such a spell self sustaining.

I like Sakuya a lot, but I still think she's the character who's powers Zun has thought through the least. Time stopping is pretty much an unbeatable power when used with ruthless efficiency, so much so that I can't actually even imagine a situation where she would lose to most the cast since she could just stop time, walk up, and stab them.

I would venture a guess and say that stopping time non-stop would be against the spellcard rules. Either that or there's some limit to her abilities that we have not been shown. I sure hope so, at least, because time-stop is a bit too broken even by Gensokyo standards.

The issue with that situation is that with time stop, you can nail someone before they are even aware you are in a fight in the first place.

I'm not trying to have a pissing match of "my touhou is better than your touhou". Its just a fact that if someone can stop time, they could just stab you while you're walking down the street and you wouldn't ever even be aware of it.

Heck, even being able to stop time for a full minute is pretty god damned broken. I don't even mean that in a "oh man guys, sakuya is so cool" way. I mean it in a "wow, this is the one thing about Sakuya I really don't like" way.

People like to say that Yukari would kick her ass, but again, all it would take is for Yukari to be exposed for even half a second, and she could just casually walk up and cut her to ribbons. Did you read CiLR? You probably should. It's just several characters talking, doing everyday things and having long internal monologues about their life, universe and nothing in particular. All not unlike CoLA. It is technically tied to the SSiB plot, but all the plot happens somewhere in the background.
