How does one pick up guys, or even flirt with them, in a public scene?

I'm asking this in regards to what happened to me today at a record store I frequent.

For context:

Okay, as a gay, overweight male, I'll give you my secrets.

If I see a cute, large bear walk in, or even a cute, small twink, I immediately lock eyes with them. After wiping my brow with my sweat rag, I check my belly button and anus for loose dirt and feces. If I find any, I use my sweat rag to wipe it off.

Assuming you didn't just make this up out of boredom: Keep going back, see if you can find him again. At least ask him to hang out. He obviously wasn't bothered by your presence, so learn his name and where he lives. Then, you can begin stalking him and learning his routine. He could be all yours, all you have to do is try.
