I find it charming how there's a fantasy world with characters, that make for both fapping material and powerlevel discussion, that a large group of people can enjoy and generally agree on. We talk about the characters and the music, but really now, it's pretty cool that ZUN never threatens to sue anybody for making money off of his creation. Have you ever seen somebody try to sell stuff based on Mario, Sonic, FF, etc. that wasn't parody-based or drawn in such a manner that it hardly related? People are selling music CDs and games that copy the artwork, music, and style of ZUN to a tee, but ZUN doesn't try to sue them or anything. ZUN has sued a single person for anything.

Total freedom is what makes Touhou really special.

Do you mean the games specifically or everything Touhou related?

For the games:
Good music
Amazingly beautiful and intricate bullet patterns
Challenging gameplay
All the characters are girls

Touhou in general:

The fact that the characters aren't really developed and that they are so many of them allowed fans to self-insert to their fav ones easily or to idealize the char they found most kawaii uguu~.

But, I think the number one thing that makes Touhou so good is the immense amount of fan-made material out there. I don't think any other series as much fan based work than compared to 2hu.

Not all of it is good, but some stuff is amazing, and some stuff is still good and fun even though people on /jp/ will call you a dirty secondary for liking them, for example the IOSYS videos are really good.
