Q does some pretty callous things. In Q Who he sends them into Borg space and a bunch of crewmembers die when the Borg attacked the Enterprise. In another episode (I don't remember the title but it's the one where he loses his powers) he's apparently so badly toyed with an alien species that the aliens are willing to destroy the Enterprise just to get back at him.
Just because he has a soft spot for Picard doesn't mean he's not cruel. He just doesn't view most mortal life as something worth consideration.

Q sent the Enterprise on an encounter with the Borg to teach them that the universe is very dangerous. He's obviously giving Picard a bit of tough love to teach him certain lessons. It's probably safe to assume that he meant to do the same with the other aliens and they just had trouble understanding the message. I don't think Yukari is that interested in teaching mortals the lessons of life, the universe, and everything.
