Well if anyone wants to discuss this then we need to agree on some fundamental concepts of reincarnation.

The first one is to assume that you can only be reincarnated as another human, as the concept of cross-species memory or personality transfer is completely absurd.

The second is to decide what reincarnation between humans actually entails. Does it mean transfer of memories? A physical impossibility as memories could not possibly be transferred between a dying adult brain and a newborn baby.
If it doesn't mean transfer of memories then what about transfer of personality? Another physical impossibility as personality is largely dependant on memories, both active and subconsciously. And if you want to try to correlate a dead person with a living person and say they have the same personality, well that's just something we humans apply to things, there is no logical link between those two people.

Finally you can assume that reincarnation is solely to do with the balance of 'karma' in the world. Such a concept transcends biological and physical being but it also makes reincarnation void in this topic, as simply the balance of 'karma' wouldn't make anyone a magical girl.
