For a long time people on 4chan only PRETENDED to be racist/sexist, back when 4chan was a place for intelligent people to come act stupid. They'd say horribly offensive things that were so ridiculously outrageous and uninformed that it was, in a sense, self-satire. The joke was meant to provide humor at the poster's expense, making themselves look stupid and bigoted, and thus laughable.
The progression was, essentially "Oh my god, that's the stupidest thing I've heard" but the punchline was "there are people out there who actually believe shit this ridiculous".

Then a bunch of underage racist/sexist newfags came along and saw people saying things like that and assumed they were serious and followed suit, unironically spewing the hateful rhetoric designed to make them look stupid.

There are a lot of underrepresented races in Touhou. Which isn't really that strange when there are like, 5 human recurring characters...
