What are some good horror games like Witch's House and Ib? I read Corpse Party and that was OK... anything scarier than this?

Corpse Party: Book of Shadows should be out soon, hopefully. One of the XSEED staff said on their forums that the game has been complete for a month or so, it's just QA and other red tape holding the release up.
