I think it's a fair translation (though I'd rather yuurei = ghost and bourei = phantom, but whatever) and I appreciate them taking the initiative to make the distinction. However, it is still a translation (and arguably a localization).
To say Youmu isn't a ghost because she's a phantom is just silly. It's like when people look for secret codes in the English translation of the Bible.

You're getting it backwards, here. She's a phantom instead of a ghost because she was born spectral, rather than half of her soul dying or something. Phantom sounds less like a standard dead-human ghost and more like something that always was that way, so it works a bit better.

I can understand what you're saying and I see why the Touhou Wiki made that choice (see the Talk pages), but she is a yuurei. I'm not a fan of using Japanese words like a weeaboo if there's an English alternative, but yuurei pretty much means "ghost". Fan translations have no bearing on the original canon. Cirno is a yousei is a fairy, even if someone chose to translate "yousei" as "sprite".

Ghosts are spirits of dead people, which Youmu and the Prismrivers aren't. There needs to be a distinction.

Youmu is a yuurei. Yuurei is the Japanese equivalent of ghost. If ZUN approaches yuurei different from other people, that's fine, but he doesn't get to rewrite the dictionary, nor do fan translators.

Again, I'm not against distinct English terms even if I disagree with their arrangement, but
