Nope. This has never worked and never will unless ZUN says ''x is the strongest touhou'', closest thing he has said is ''maybe Reimu, maybe not''.

It's impossible to say, descriptions are too vague and you could extrapolate anyone's abilities (eg: Miyako's ability is ''ability to eat anything'' ergo she can eat existence itself).

Spellcard battles are also a regulation implemented by Reimu so that the weak can fight the strong on an even footing and so that anyone doesn't die anymore in conflict.
