Spell cards are just a nerf to their gameplay, before them, nobody could beat Reimu and seriously damage her, otherwise they would fuck up Gensokyo, so Reimu created those rules so she could be beaten.

Nerfing everyone so everyone would have a chance to win.

I found that the logic and reason behind danmaku and spell card are quite silly. so I always just depict them having a battle of actual magic and spell.
Even though I know that some characters was actually hax or insanely powerful, I'd just depict them are having fun or do some drawback or don't really like using their actual abilities.

Don't forget that since Gensokyo is supposedly at peace (some may disagree with Akyuu), they need a way to still fight so the balance between human and youkai continues.
