Can't really figure out enough for that list, I like them all really. Except for Extra stage, Mokou is by far the best.

Well, I liked Rumia, I'm impartial to Letty, I like Yamame, I like Nazrin, I'm impartial to Minoriko, so the only other choice for me is Yuyuko. I like Yuyuko but she was awful as a stage 1 boss, but even she was better than Wriggle.

It's not that I hate Wriggle, it's just that in comparison to the others she seems to be the worst. I would say Kisume is worse but she's just a midboss.

She has almost no significance as a character and I dislike her theme.

In the correspondence included in IN ZUN said that Wriggle is probably the strongest first stage boss.

Rumia is somewhat intimidating, Letty is unique to Winter, Yamame has a good theme, Nazrin comes back, the Akis are seasonal too, and Yuyuko is potentially important. Wriggle seems significantly less important.

I won't deny her good theme, I like Yamame and Wriggle pretty equally, they're even in my top ten. But I wouldn't say Yamame is any more significant than Wriggle, both of them have no serious impact in the story in which they appear and neither come back for a second game.
