The true Netherworld wasn't really explored until Ten Desires. PCB's last plot was Yukari telling the heroine to repair that barrier because Yuyuko fucked it up.

If we're to go with how Akyuu described things in Perfect Momento in Strict Sense, that map is absolutely shitty.

If I remember correctly, the Road of Liminality is on the opposite side of the Youkai Mountain, and what awaits on the other side of the Sanzo River is the Yama(s?) and its/their judgment. One of the places that you can be sent to is the Netherworld, which is a wholly separate location from the whole judgment area thing.

Maybe this'll help you, it's Reimu/Marisa's route in EoSD.

1. She goes all the way from her shrine to the edge of the lake.

2. She gets lost in the lake while looking for the island that SDM is on.

3. She finds the island (Which isn't on this map) and fights Hong at the gate.

No, there is not. Entering the Netherworld, in most fanworks, is done through a magical portal in the sky. If I remember correctly, that's pretty much how it happens in PCB.

Higan is a place where the dead await judgment. Going THERE requires you to die. Getting to the Netherworld doesn't require death at all.

In TD they know exactly where the Netherworld is and have probably been there a few times since PCB. Flower viewing, parties, etc.

Waltzing in there, especially with how weak the barriers seem to be getting, wouldn't be any kind of issue at all.
