No it's not. The game is at version 1.70+. You can just download the patches from the site though.

The game reached perfection when they added Aya in.

Sadly they never added more characters. I mean whats the point of having a Touhou game unless you get a good 30 - 40 playable characters anyway. PC-98 not necessary, naturally.
