I heard that they had had plans to put "sky" on her skirt" just like Okuu had in Hisoutensoku.
You could see a glimpse of evidence from the standing graphics in the game.

I find the cloth look thin.
Rather then having her frills stitched on her skirt, she seems to wear something like a petticoat underneath.
