I don't think Shikieiki is that powerful, because she's more like a god of judgement. She can't just do anything she feels like it, she is justice itself. That makes her nor powerful nor powerless, but rather a part of justice itself. I would say that the most powerful ability would be the manipulation of boundaries, because any concept or existence has an opposite, and Yukari can simply switch out the boundary of these concepts or existences, making her God of Gensokyo

They're all bullshit. The Houraijin at least can avoid ever having to deal with the Yama or Yuyuko.
