Summary for the lazy:
Lolicon is illegal in the United States. Sexual images are outright illegal. Lewd images are determined by the Miller test.
For knowingly downloading lolicon, the penalty is 5-20 years imprisonment. The penalty is raised to 15-40 years imprisonment if you have been convicted of a sex/pornography crime before.

However as far as I am aware, nobody has been convinced (specifically) for lolicon.

This is true. However I think the only reason for this is because the public/law enforcement at large don't know about lolicon. Pseudophotographs (fakes) have been illegal in most areas for decades, but it was only recently that a court ruled that it does not matter whether the minor depicted actually exists. The cartoon thing is relatively recent too; it comes from the PROTECT Act of 2003.

Unfortunately, the public are becoming more aware of lolicon thanks to people like Mad Thad, and Something Awful goons shutting down lolicon Reddits. We are truly living in dark times.

Obscenity doesn't apply in your own home because that would be dumb and also ban all pornography. The part of the protect act that makes loli completely illegal was deemed unconstitutional several years later and overturned (idk the proper language). almost all loli convictions have been the authorities searching for more charges to pile on to someone who had child porn. To be honest, it's a bit of a mixed bag. In Ashcroft v. In theory there is not enough energy in the known universe to crack AES-256 bit encryption. There's a slight flaw though that renders half of AES's key pairs to be identical to each other so it's only effectively 128 bit encryption but even this is uncrackable. If you want a universe-proof cracking algorithm all you need to do is go to AES-512. It's only real flaw is watermark attacks but there are workarounds which prevent this.

I find the fact that you seriously believe CIA personnel go through the trouble to find out how to access Exhentai just to find some loli pics hilarious.

I think they can charge you with hampering an investigation or something similar to that. I've been told that charge can get you into more trouble than whatever other illegal thing you may have done. I'm not really sure though.

Lots of America and Britain in here. But not much talk about Sweden. Then again, the supreme court only sentenced to fines for having lolicon. (I never got the details, but it sounded like he worked on translating doujinshi in his spare time, and someone spotted it.)

Of course this was like all the other cases. It only happened because someone saw the pictures and reported it. It still hasn't been anyone caught at home.

I don't get your point. But you do realize those statistics are completely made up, right?

Check the alexa statistics. Percentage population should be accurate enough;
About 38% of 4chan is american nowadays.
