you could do something stupidly simple without an arduino. Have up stroke or down stroke be based on positive and negative wave pulses. Alter frequency or just clip waveforms using a pot on an r/c lag network.
Have the waveform be dropped across a load and set that in parallel to feed a small servo that will keep changing states oc cw and ccw. Stick a feather on it.
Don't need to get something so powerful for a simple task.
Waveform generator, a pot, a few resistors and some capacitors and one op amp or something.
