Just play Seiga's level. The word "Evil" has been used to describe her so much that you'd think she'd use her power to sneak into your room and rape you while you slept.

Still would qualify as evil. Sure she wants to 'liberate' all the dolls, but she doesn't even consider doing it in a non-violent manner. If you'd have to pick one Touhou character who is just evil, I would say Medicine.

Marisa or Alice are good candidates, Touhou witches are real-deal demon worshiping, youkai buddy witches so they're at least evil alignment.

Marisa is a dickass thief, not even a charming one, and Alice is literally from hell.

I'm pretty sure Mima was a designated evil spirit.

All Touhous are in principle canon evil, if you choose to interpret the Holy Book in that way.
