The spellcard draft was made so that everyone had an equal chance of beating the other regardless of power, this is also a story-telling technique to avoid fans from arguing silly powerlevel discussions, unfortunately it didn't work in the end and everyone just started assuming things from bare text without any actual defined comparison in canon, other than Shiki and the moonbitches.

It's still not known if it's possible to break the rules, there's also 3 examples that suggest that they can't be broken. Utsuho wanted to kill everyone in the outside world and move the new Hell into there yet she still used danmaku instead of nuking her way out. Byakuren was sealed for millenia yet the very second she's unsealed she already has spellcards and everything. Same with Miko and Futo.
