I'm so outraged over you guys getting banned that I'm going to boycott 4chan for the next 24 hours.

The janitor is Liberty-kun, but he can't ban so it was probably the mod that comes from time to time and bans everyone the janitor tells him to ban.
The janitor is the leader of the shitposter club and he was the one that made the thread. They usually don't shitpost in this fashion unless he is the one starting the thread.
Other than he's and idiot, the only reason I see for textless reaction image posting is that he wants to artificially increase the speed of the board. He basically wants to turn /jp/ into Touhou image dump and private playground for him and his shitposter friends.
