It's her duty as the Hakurei shrine maiden to both take care of her shrine and prevent/resolve any incidents that may threaten the border. Yukari is one of the oldest and probably wisest youkai in Gensokyo and is partly responsible for the maintenance of the barrier. If Reimu did NOT listen to Yukari, she would be neglecting her duty as the Hakurei shrine maiden.

Yukari is one of the border's guardians, Reimu knows that her word is important if it's barrier-related, but she also knows that Yukari is often up to no good, despite that she still follows her advice when Reimu thinks it's important.

The only duty that Reimu has neglected is the UFO incident, although that wasn't an actual community-bothering incident but more of a ''someone told the heroines that there was treasure there'', she just decided not to give a shit.
