I know that, but the fact that it's a control rod doesn't mean it can't fit the definition of ''cannon'', since it focuses energy and releases it as a result.

In a sense, all of the magical/high-tech laser cannons in fiction are control rods, since they manipulate and control the energy within, be it with ammunition cells or a source of energy.

Listen bub, you know very well that that thing is actually a cannon as well as a control rod. I could just throw Soku in and end this but obviously you'll say something like ''oh but Soku isn't canon blah blah''. I could also throw the ZUN interview by Cara☆mel where he mentions that he made Okuu wield a _cannon_ in order to avoid the Third Leg lewdity, but I only have a quote and an un-subbed video of it.
