Each and every conflict will be settled with danmaku starting with EoSD due to the spellcard rules that were enforced unto every Gensokyo resident, with or without their knowledge. Every Touhou's abilities cannot be used in normal combat, but only as a way to define their danmaku style (eg: Sakuya uses time manipulation to alter her initially not-as-hard looking knife pattern, Utsuho uses suns, etc).

That's bullshit, every conflict after EoSD is said to be resolved with danmaku in order to avoid possible casualties and stop youkai from eating humans (except outsiders).

Note how Byakuren resorted to danmaku despite being sealed without contact to Gensokyo for millenia.
