It's more of her airheaded-ness that started it. SSiB didn't exactly start it but it did contribute in one scene where Meiling is attempting to accept the guests' invitations (while on the gate) yet not noticing that most people have already walked in right besides her.

While we're at it, I'm reading the wiki and this comes up:

Ass. There's no reason to be sure that Meiling would win, and "Sakuya greatly cares for Meiling" has nothing to back it up that I can think of. She's always cool and professional toward her.
