We could turn this into a primary/secondary semantics debate. We really could.

Even if it's fanon, I've always considered anyone who's actually making material apart from the original games to have, generally, a far more legitimate claim towards being "primary" than the people who only play the games and contribute nothing back to the community.

Without those people, I think Touhou in general would be a very mundane series indeed.

My guess is, if you have been introduced to the games through some other means and like them enough to be a fan, you can be considered a primary. If you have been introduced to the fanworks and stayed there, you're a secondary.
