These characters gave me the feeling that they're basically pastad from some 3rd grade anime.

EoSD: cirno
PCB: Prismrivers (you know it to be true), possibly Alice
IN: All of them, because Eintei is Shit.
MoF: Hina, Nitori
SA: Parsee (the worst Touhou?)
UFO: none.

note that though being a filler character doesn't necessarily mean they're bad.

You're joking right? Did you happen to forget about Koakuma and Daiyousei two characters so unimportant they have fanmade names.

Ichirin is probably the only one I can think of. Sure, she has Unzan firing off fist danmaku, but Ichirin herself manages to be quite forgettable, an afterthought in comparison to other characters.
