Here we have clean energy (and Okuu), instead of carbon emitting cars, crop dusters to spread poisons, industrial farm equipment to emit carbon AND spread poison - and lets face it, gunpowder isn't much next to magic (but doesn't Gensokyo have gunpowder? I could swear I remember fireworks from something or another).

And again, don't forget Okuu.

Gensokyo does have certain capability to make gunpowder through Eientei. Just little use or market for it.

It's pretty obvious that Kanako jumped straight to nuclear energy because she wants to build a bomb and hold the outside world hostage to increase her faith. Magic doesn't work so good out there but atoms will split and fuse just fine.

Some models of Kalashnikovs never left east or even Russia and they are forgotten even by Russians. If not that then at least you can hope for some uprising weapons that were mostly experimental and now forgotten.
