Tell me /jp/, are these people weekend warriors or do they live like that?

Big noises are made/have been made about the crazy fashions of Japan's idle youth, but do they just play dress-up on Saturdays, or is this the all day every day dress?

Do they go home and change into normal clothes, having done their showing off at the malls?

What you said on the last line, pretty much. It's to show off their unique sense of fashion. During the week they will probably be at work wearing generic businesswoman clothes, and wearing something comfortable and fashionable on their off time in the weekdays.
