I think Reisen's powers are really awesome. They are between the line of "hax" and "plain useless" and if you apply a concept that Touhou powers are not unlimited (contrary to powerlevel discussion) it gets even better. She can make you hallucinate or at least get you confused, this power fits Danmaku perfectly like fake bullets showing up and other things. Not to mention the GRIMDARK aspect that you can imagine with it.

She controls water.
Which gives her domain over the following:
Ice
The oceans
Water in the air
Water in the human/youkai body
Tea/Sake

The only reason anyone is still alive is because she's a nice kappa.

Ice differs from "water" in the ZUNverse. Since we have a Ice fairy for example. In fact, the number of elements in ZUNverse is pretty high, so we can assume that Ice and Water are different when they met the respective different state.

Now that I think about it maybe Cirno's power is simply the concept of "cold", not related to any element at all, that's why she can freeze even bullets and light. (bullets again?)
Maybe I'm just damn slow but I just thought about that now.

Adding to that, actually in terms of "fitting danmaku" there are several characters whose powers fit a lot of bullets being fired.

Every magic user or someone that have a projectile based power or attack like Sakuya for example fits it pretty well.

Actually even useless and odd powers like the turning leafs can be related pretty well with danmaku, imagine a lot of leafs flying around with the wind and being transformed into bullets.

Yeah, I think pretty much almost all touhou powers fit the concept of "bullet hell"

Reimu has the most useless power (seriously, everyone can fly in Gensokyo, with a few exceptions), but she still manages to kick so much ass.

As such, Reimu is obviously the strongest, most badass Touhou.

It's a useful power, but naturally she has no offensive abilities. She had to learn how to toss shrine seals at the speed of light by herself. That's badass.

The best Touhou are obviously Yuuka and Suika.

I thought that her power basically granted her control over all mystical aka supernatural things.. so if she wanted to she could negate Gensokyo since it itself is a supernatural place. Since her ability vague at best, it's unclear if it can work on such a scale, but hey, she's one of the mountain devas... and Suika can fucking blow up planets if she feels like it; it wouldn't surprise me if Yuugi is actually even stronger than fanon already depicts.

It really depends how their powers work. Danmaku doesn't mean much if Sunny can hide the bullets, but if Luna can stop you from speaking in the first place, any magic incantation or spells are useless.

Star's power is purely defensive unless she's hunting for you, which isn't going to happen because she's so weak.

The adaptation is a skill gained from living with the ability to read the atmosphere for her entire life, learning how to avoid disturbing it.
